Welcoming migrants is often a subject of political controversy. However it is necessary to have an approach that favors better conditions of welcoming for these migrants, but also reforming international policies to be more effective to do that.
Migrants should have more ability to insert in society. Giving several years of French classes to refugees in an association, I think it is necessary to encourage work, by several means : preparing better certificates of French langage for instance, or doing trainings of IT. Many associations of social economy are building these kind of projects. Organizations like Singa plan to foster entrepreneurial initiatives of migrants or refugees. These organizations should have more funds from the government. It is necessary to add that migrants, with lack of language training for instance, often tend to do the same jobs as low qualified workers, and most of the time at an far lower price ; it contributes to give votes to the extreme right parties. This is the reason why focusing on training or fostering entrepreneurial initiatives can allow to give to migrants better situations, and be able to compete with higher qualified workers, which are less fragile in the workforce.
But this work has also to be made in diplomacy. For instance FranceAfrica contributed to this situation. Financing atrocious dictators for economical interests is, despite being totally cynical, inefficient in the long run. Today France is utterly unpopular in Africa and it weakens the Western countries positions in the new cold war with China. This is the reason why it is necessary to rebuild a new diplomacy with developing countries that is fostering partnerships, and which is also promoting real democracy. It is often far from being the case.
It is the reason why no one can say that it looks necessary to change in many ways the approach of migrations. Moreover the rejection of migrants are often made by parties or ideologies which have neo colonial nostalgia. This paradox is terrible : it is the rejection of the stranger, the “other”, except if you want to dominate them. This vision of things has to be fought energetically, even if it has to be made a realistic way. Misfortunately the rise of intolerance, of communautarism or of the extreme right everywhere is really threatening. Those movements have to be fought the most energetically way and compliant with a humanistic long term vision and strategy.
