Emmanuel Macron decided to invest 413 billions of euros for the armies. At a time there is a war in Ukraine, hegemonic ambitions of China and the rise of Islamism, this investment looks to be really necessary. That is the reason why he put so much money. However those factors show that it is possible to deal with this issue more easily. To this extend such an amount of money looks to hide the way it is spent.
The amount of debt in France is rising again, next year it will be for the first time above the cell stated by the European Commission. This irresponsible finance management looks to be the result of a deficient management for a long time. The “Keynesian” approach is showing a totally cynical approach of financial management, which is reminding the scandals of the 30’s. This time of decadence, which is ongoing, looks to make this investment for the army irrealistic.
The funny thing is the fact Macron is adding that the French education system is doing great, while it is falling apart. If there is still a scientifical elite that makes our system still competitive in this field, the level of the middle class is lowering dangerously. And building the army of the future requires a more educated society, more adaptable to the revolutions of the new technologies.
It looks that the Asians are the ones who kept the traditional teaching system. If the Chinese still have the Confucian selection process of civil servants, the Indians for instance have today a great deal of ingeneers and IT specialists. Those investment will be detrimental to build the army of tomorrow. That is the reason why investing in the army of the future requires stimulating the general skills.
Moreover such an investment comes at a time it is said that retirement must be reformed, and sacrifices are asked to the more fragile population. In my opinion to ensure a relevant social system in the future the general population needs to work more. However the most penible jobs or situations have to be protected. In this context this initiative looks to be very clumsy (at least) even if it is necessary.
If this law of programmation of armies is apparently a good initiative, it will not be efficient if other detrimental problems are not really tackled at the same time. The question of the debt, or of education, that have real consequences for this problem, need to be a lot more taken into consideration. However it is not the case. To this extend long term investment in this army of the future may lead to nothing serious.
