The current recession we live is showing a real issue of politics : in fact we can say that the lack of strategy of the European Union is creating the conditions of our dependance. For instance, about the gas of schist, the Americans succeeded to adapt. This energy is raising many questions concerning environmental issues, however we look to lack to build the future in Europe. This lack of strategy is about to be a great lack in the coming years, as it could be terrible for us. For instance Alcatel was a leader 20 years ago, and it has disappeared. On the contrary the BATX are competing with the GAFAM to gain technological supremacy in the coming years.
Misfortunately Europe, maybe except Germany, doesn’t have the mentality to build in the long run. As the world is leaning to Asia, several initiatives are however taken. For instance the 2030 investment plan of Macron, or his speech to the army in January 2030 is talking about the notion of sobriety. It looks Macron wants to go back to the plans which were made by Pompidou or Messmer during the 60s-70s. That is the reason why, in my opinion, we enter in a new phase of history, with an acceleration of scientific progress, and an even more important acceleration of mobiliary capitalism.
Capitalism triumphed from Feudal society with the notion of mobiliarity : trade was replacing more and more land capitalism. But the emancipation of science was putting an acceleration to this process. As Condorcet says, “science has no limits has humanities have” ; we look to enter again in a new phase of this mobiliarization with the growth of artificial intelligence. As Macron said, human sciences and thinking will have a role to play in this curse on innovation. As, today, Chinese ingeneers are ten times more numerous than the American ones, it is necessary to have a strategy that will ensure long term success. Education will be detrimental to this extend, as the Chinese understood very well from a long time. But it will be necessary to rebuild, in my opinion, an alliance between a more flexible economy and a real strategist state ; to enhance cooperation between universities, research and companies ; to pay a lot more researchers to ensure a long term success for our research programs ; to fight excesses of finance to focus on the sectors that will ensure our competitivity.
This strategy is detrimental to build our competitivity. Ricardo told the theory of competitive advantage ; even Plato, in the Republic, talked about the importance of specializing in the art we are the most gifted in. that is the reason why going back to plans is a very good approach from Emmanuel Macron, even if, in my opinion, he is not focusing enough on social issues that could participate to our long term success. Hayek wanted to prove the superiority of liberalism on communism, talking about the efficiency of micro decisions compared to a single omnipotent actor. In my opinion things have to be more nuanced and a combining a strong private sector and a strategic state is detrimental. It worked really well for China ; it worked for the West between 1945 and 1975 ; it is time to go back to this system as soon as possible.
